Rationale

Governments are under pressure from citizens, businesses and civil society to: (1) address public needs, (2) support local industries, (3) use public funds efficiently, (4) deliver high-quality public services, etc.

In response, they carry out Public Sector Reform and develop Electronic Governance - leverage the use of Information and Communication Technology to bring about customer orientation, businessline management, new forms of public service delivery and other public sector reforms.

In doing so, government leaders face many challenges:

  1. Lead the necessary organizational changes to accompany technical solutions.
  2. Establish cross-agency projects, against hierarchical structures of governments.
  3. Build long-lasting solutions for the public sector, while facing technology volatility.
  4. Rely on the private sector to deliver public services, while avoiding ventor lock-in, etc.

 
Objectives

UNeGov.net aims to create a forum to bring together experts and practitioners in Electronic Governance within the framework of a Community of Practice, to share experiences, develop human capacity, transfer skills and knowledge, and advance the frontiers of state-of-the-art in the field.

The Community will function keeping in view the following objectives:

  1. Advance the practice of Electronic Governance.
  2. Focus on seeking solutions to concrete, practical problems.
  3. Build consensus on the best practices and advancing the state of the art.
  4. Pay particular attention to the challenges facing Developing Countries.
  5. Faciliatate the sharing of existing knowledge, experiences and resources.
  6. Support interactions between practitioners and experts from different areas and affiliations.
 
Activities In order to fulfill its objectives, the Community will carry out the following activities:
  1. it maintains a semantic Portal
  2. it organizes network-building Workshops
  3. it organizes Schools for public information officers
  4. it initiates and champions research and development Projects
  5. it coordinates the development of country-specific and thematic Reports
  6. it faciliates the establishment of a global Survey on Electronic Governance
  7. it promotes a Curriculum for Chief Information Officers in Public Administration
  8. it organizes an annual Conference on the Theory and Practice of Electronic Governance
  9. it supports the daily Practice of public information officers through cooperative problem solving
