abstract

E-government is an emerging concept of new public management centered on ICT, public administration, and good governance but the essence of true e-government lies in the utilization of ICT for delivery of fundamental change in governmental modus operandi to facilitate delivery of effective, efficient, and transparent services throughout the country (Massey, 2003).

There is a good amount of awareness regarding e-government in developing countries. However, the gap between developing and developed countries is widening day by day. Sometimes, developing countries tend to follow the footsteps of developed countries only realize that prerequisites required for successful e-government transformation is not in place. Hence, more than 60% percent of e-government initiatives tend to fail in developing countries. The paper examines the challenges faced by developing countries while implementing e-government projects and tries to shade lights on opportunities. The paper also talks about overcoming the challenges of e-government in developing countries.

Ranjan Baral, 24 is Computer Engineer at National Information Technology Center (NITC), Under Ministry of Environment, Science and Technology, Government of Nepal. He holds the desk of eGovernment at his office. Before joining NITC, He was associated with NGO Forum for Information Technology Nepal where he initiated several projects related to ICT intervention in the rural areas of Nepal. He has published many articles on international and national magazines and newspaper related to eGovernmnet and ICT4D and has keen research interest on the same. Bimal Pratap Shah, E-government Strategist for National Information Technology Center is currently working as project Manager for E-government Master Plan Consulting Report with Korea IT Industry Promotion Agency (KIPA). He has Bachelors Degree in Computer Information Systems form Metropolitan State University in USA and he has worked as Web Engineer for Sophean Corporation (USA), Web Application developer at Professional Computer Systems (PCS), and Web Programmer for PROCIT (Dutch). After joining NITC, he has initiated important projects such as government representative portal, standardization, tele-centers, and e-government master plan.
